Education Law Update - New
Requirements for Human Growth and Development
Curriculum
School Districts
should review their Human Growth and Development
curriculum as a result of two recent amendments to
sec. 118.019, Wis. Stats., human growth and
development instruction. First, if a school board
provides instruction in human sexuality,
reproduction, family planning, human
immunodeficiency virus and acquired
immunodeficiency syndrome, prenatal development,
childbirth, adoption, available prenatal and
postnatal support, and male and female
responsibility, the school board is now required
to ensure that instruction in marriage and
parental responsibility is provided in the same
course, during the same school year. The second
change requires that instruction in any of these
subjects must present abstinence from sexual
activity as the preferred choice of behavior in
relationship to all sexual activity for unmarried
students. The instruction must also emphasize that
abstinence before marriage is the most effective
way to prevent pregnancy and sexually transmitted
diseases, including HIV and AIDS.
